1. Overview of the Course
Welcome to an exciting journey!
You have entered the fascinating world of travelling towards the destination of responsible citizenship. On this journey you will explore the exciting roads that lead towards the promised prosperous land of prosperous productive citizenship and the beloved land of effective and ethical governance. During the journey to these destinations, you will be travelling through the hills and valleys of exhilarating discovery about the role of citizens in building effective and ethical constitutional democratic states. Your journey will take you to the exciting mountain top visionary vistas of a prosperous well governed society where citizens contribute productively and people live together in harmony. The journey will also take you through to the deep valleys of the potentially disastrous effects of corrupt governance, bad public leadership and immoral and unethical behaviour by government and cynical citizens.
The ultimate destination and final objective is to reach the vision of South Africa which is a well governed state, a prosperous nation and a harmonious and peaceful society.
You as a South African citizen and inhabitant of South Africa require a proper understanding of your responsibilities, responsibilities, roles and rights as a citizen of South Africa as a constitutional democratic country. Through gaining knowledge on the roles and functions of government, the Constitution and democracy, you as a citizen is empowered and able to promote good governance by holding government accountable. Concurrently you also have to learn and understand what your responsibilities are in terms of fulfilling constructive and productive roles in a constitutional democracy.
In order for you to reach this destination a number of modes of transport will be made available to you as traveller. These modes of transport, or teaching and learning methods will now be will now be explained to you.
In getting from where you currently are in terms of the attitudes, knowledge and competencies to understand and act constructively as a competent citizen we are going to provide you with access to knowledge and exercises, the content of the course by using a number of methods, which are the ways you will engage with the content as well as programme.
These methods are the course outline and description, the course content, the course method and the course programme and schedule.

2. Course outline and description
The course outline and description is precisely this document which you are reading now. The course outline and description sets out:
· What you have to do to navigate through the journey, the content of the course
· How you have to do this, the method of the course
· By when you have to do it, is the programme and schedule of the course.
3. Course content
The course will provide you with the relevant knowledge, attitudes and skills to become a democratically competent citizen. The aim is to educate participants about relevant concepts as is prevalent in a democratic country in a visual manner in order to ultimately promote active and responsible citizenship based upon informed understanding and informing responsible citizenship behaviour. The course goal and objectives are aimed at providing the knowledge, attitudes and skills to understand good citizenship and act as a good citizen.

The goal of this course is to:
· Provide you with a high level understanding of your responsibilities, roles and rights as a citizen through theory as well as practical examples and exercises in the South African context.
In pursuing this goal the objectives of the course are reflected in the following:
· Provide concepts regarding responsible and active citizenship to participants utilising a multi-media delivery mode
· Analyse and apply theory to practical examples in South African context
· Gain understanding of the Constitution of South Africa and its role in creating a democratically responsible country
· Empower participants with necessary knowledge to promote good governance and become responsible and active citizens
· Encourage and legitimise constitutionally to be exercised by South African citizens in a thoughtful and moral way
4. Course Modules
In order to meet these objectives there are two modules in the course, being:
· Module 1: Effective and Ethical Governance (3 credits)
· Module 2: Responsible and Moral Citizenship (3 credits)
The content of these modules are:
· Module 1: Effective and Ethical Governance (3 credits)
Consists of the following topics:
Theoretical and applied perspectives on democracy, the Constitution and related public governance concepts, including:
1.1. Overview
1.2. Constitutions and constitutionalism
1.3. The rule of law
1.4. The separation of powers, including the Executive, Legislative and Judicial branches of government
1.5. Systems of governance including unitary, federal and confederal systems
1.6. Spheres of governance, including central, provincial and local governance
1.7. Service delivery and government
1.8. Government and Society
1.9. The role of the state debate linked to partnership and co-creative governance
1.10.Accountable, responsible and responsive government, the role of the media
1.11.Effective and ethical governance
1.12.Conclusions
· Module 2: Responsible and Moral Citizenship ( 3 credits)
The role and responsibilities of citizens in the creation of a constitutional democratic country, including:

2. Course method and delivery
Here we will provide you with information on:
· how the course will be delivered,
· how to enrol for the course,
· how the administration of the course works,
· how and where the course is accredited,
· how you can acquire the Hugenote Kollege 6 credit qualification after:
o completing the course work through your study journey and
o being competency assessed for the work done by you in the course,
· how to register for the assessment,
· how your work is assessed, and
· how and when you will receive the qualification after having passed the course.
The course delivery is through two primary methods, namely as:
· a multi-media and blended learning approach, the MBLA
· a massive open online course, the MOOC
The MBLA will guide you through the journey using many learning resources including printed media, electronic books and social media platforms. These platforms include:
· open source material provided by the South African Civics Academy SA videos (www.civicsacademy.co.za ) also available on YouTube.
· the book South African Governance, Schwella, E (editor) et al, 2015, to be published by Oxford University Press.
· social media such as:
o Twitter Feeds,
o LinkedIN pages and
o Facebook platforms,
will also be provided to support the learning.
As a MOOC the preferred method to deliver the course is an online course aimed at unlimited participation and open access via the web.
In the MOOC approach provide interactive user forums to support community interactions between students, professors, and teaching assistants

3. General information, expectations and assessment
After attending this course, participants should be able to:
· Demonstrate knowledge and actions related to the concepts and competencies related to Effective and Ethical Governance
· Demonstrate knowledge and actions related to the concepts and competencies related to concepts and competencies related to responsible and moral citizenship.
During the completion of the course participants will be provided with opportunities to assess through self-assessment the progress they make through online assessments, exercises and tests.
4. Final enrolment and assessment for the official Hugenote Kollege certificate
At the end of both modules and in order to qualify for the official certificate, participants will be required to:
· Write an individual assignment of 6 to 8 pages on a set relevant topic and submit this written assignment for assessment, (50% of assessment weight)
· Complete an online 2 hours assessment at an agreed upon time which assessment will test insight and knowledge of the presented material through multiple choice questions and answers (50 % of assessment weight)
A minimum mark of 50% will be required for both modules in order to successfully comply with the assessment criteria to pass the certificate and to be awarded the certificate.
5. Assessment rules

6. Accreditation
This course is designed, delivered and assessed at the level of a 6-credit HEQF (2007) level 5 course. The courseis aimed at participants with a National Senior Certificate, approved and controlled as required by the South African qualifications Authority (SAQA).
This course is currently not officially accredited and on completion successful candidates will be provided with an official certificate issued by Hugenote Kollege.
7. Target group
This course is primarily aimed at empowering and capacitating participants with a National Senior Certificate to prepare participants with the basic knowledge and skills to enter into, and successfully work in the public sector. Participants who possess over other qualifications, including other certificates, diplomas and degrees are also eligible to enrol.
